Passerel treats the workforce as a declared project. Agents, missions, capabilities, resources and policies live beside each other as versioned definitions. The repository is human-reviewable; the compiled manifest is machine-consumable.

Plan before apply

A deployment should not be a leap of faith. Compilation produces a deterministic manifest. Planning compares desired state with verified applied state. Applying reconciles that change through the control plane.
